科学技术本来就是双刃剑。“数字地球”战略可能有助于全球信息资源的共享,全球化经济贸易的繁荣,同时也威胁着发展中国家的权益与安全。中国既要积极参与,更要独立自主。实现国家信息化建设是基础;应付“数字地球”的挑战是对策,不能混淆,不能等同。各国不是站在同一起跑线上出发的。必须扬长避短,发挥优势,及时占据制高点。

The strategy of the Digital Earth While it could be a thought for global strategy, it could also bea sword of Damocles, for it not only involves knowledge property, international collaboration, data sharing and so on, it serves international trade, economic development, remote education as well.Additionally, it has influence on national security, governmental rights and ethnic dignity. (2) The basic policy of China For developing countries, the Digital Earth Strategyis more like a challenge than an opportunity. While China insistsits opening policy, it also needs to enhanceits ability to compete in a global context, forming its own independent and integrative framework in data acquisition, updating, storing, circulation and mining.There exitneedsto distinguish the domestic needs from international exchange, and national informationalization from countermeasures to the Digital Earthstrategy.Theseshould be no mixture of concepts and identical actions. China throws special attention onthe Digital Earth strategy forthe world peace and Regional sustainable. (3) The starting pointin science and technology Since countries are notstarting atthesome place, China mustrely on its advantage and avoid itsinferior positionin developing science and technology to take the master point.In the Agenda 21^st, Chinese government introduced more than 40 projects involving information systems;and Chinese scientists also foresaw the digital trendin geo science andits prospectsin servingthe society, therefore have been taken partin much cooperation in global researches context. In 21^st century, the Digital Earth strategy should not bethe arms of hegemony, instead it should im prove the prosperity of human society in following areas;(1)specialization of small satellite;(2) database update through satellite in formation and data sharing;(3) content of chlorophyll and assessment of primary productivity;(4) thermal field of earth surface and monitoring on radio temperature;(5) spectral difference of geochemical landscape.It can help solve some environmental problems brought by the global change, and help reallocate resources in achieving sustainable development.
